Rule 8 – Earned Leave Rules (EL) under AP Leave Rules 1933
According to Rule 8 from the Andhra Pradesh Leave Rules 1933, any permanent worker is allowed to take earned leave. They can get it at a rate of 1/11th of the days they actually work.
🧑🏫 For teachers: When figuring out the total earned leave at 1/11th, subtract 27 days just for teachers.
Now, about temporary teachers, they only get half as many earned leave days as the permanent ones.
📌 Max limits: Going by G.O. Ms. No. 232, Finance Department, dated: 06-09-2005: You can’t have more than 300 days in the leave account. Also, you can’t use more than 180 days at one time.
📈 Changes in Earned Leave for teachers: Starting on 01-11-1989, the earned leave for teachers went up by 5 days. This is mentioned in G.O. Ms. No. 354, dated: 20-11-1989.
Since 15-09-1994, teachers now get 6 earned leave days a year (as per G.O. Ms. No. 317, Education Department, dated: 15-09-1994).
📋 Special Provisions & Circulars:
Non-Vacation Status for MLOs: For the academic years like 1997-98, 1998-99, and 1999-2000 Mandals Literacy Officers (MLOs) weren’t considered vacation staff. So, they got earned leave based on that.
Summer duty – Electoral Work: With R.C. No. 58981/B2/197, CEO State Literacy Permission, dated: 27-09-2000, if teachers did anything (like making or fixing the electoral rolls) during summer break, they get earned leave credit.
SSC Advanced Supplementary Exams: According to RC SPI JB B/EJ/2002, C&DSE, dated: 21-2002, if a Headteacher has to do office tasks during these exams (where there’s no Junior Assistant spot), E.L. might be given.
Plus, if a teacher works during summer vacation, they can get earned leave (as per G.O. Ms. No. 151, Education Department, dated: 14-11-2000).
Watchmen Qualify: School watchmen should be seen as non-vacation staff & they should get 30 days of earned leave each year.
Recording EL in Service Records (S.R.): Each year: Write down 3 days of EL from January to June on July 1st.
And write down 3 days of EL from July to December on January 1st next year.
Shorter Break Periods: As talked about in Rule 85(1)(6): If a teacher skips less than 15 days of summer break, they can actually get 30 days of earned leave for that year.

పర్మినెంట్ ఉద్యోగి తను పనిచేస్తున్న పని దినములలో 1/11 వ వంతుకి సమానంగా సంపాదిత సెలవుకు అర్హత కలిగి ఉంటాడు. ఉపాధ్యాయులకు 1/11 వంతుకు వచ్చిన మొత్తాల నుండి 27 రోజులు తగించవలెను. అదే తాత్కాలిక ఉపాధ్యాయులకు అయితే ఇందులో సగం రోజులు మాత్రమే! ఈ రకమైన సెలవులు మొత్తం GO. MS No-232 Fin Date: 06-09-2005. ప్రకారం 300 రోజులకు మించి ఖాతా లో నిల్వ ఉండకూడదు. ఒకేసారి 180 రోజులకు మించి ఈ సెలవులను వినియోగించరాదు.ఉపాధ్యాయులకు 1-11-1989 నుండి ఈ సంపాదిత సెలవు 5 రోజులకు పెంచబడింది. GO.MS.No-354 Date:20-11-1989 ద్వారా 15-09-1994 నుండి ఉపాధ్యాయులకు సంపాదిత సెలవు ఏడాదికి 6 రోజులు పెంచబడింది.
GO.MS.No-317 Edn.Date:15-09-1994. ప్రకారం 1997-98,1998-1999,1999-2000 లలో పనిచేసిన M.L.O లను ఉద్యోగులను నాన్ వెకేషన్ ఉద్యోగులుగా పరిగణించి సంపాదిత సెలవులు క్రెడిట్ చేస్తారు.
RC No-58981B2 197 CEO State Literary Permission. Date:27.09.2000. ప్రకారం వేసవి సెలవులో ఓటర్ల జాబితాను తయారు చేయుట లేదా సవరణల కార్యక్రమంలో పాల్గొన్న ఉపాధ్యాయులకు సంపాదిత సెలవులు క్రెడిట్ చేస్తారు.

SSC Advanced Supplementary Examination సందర్భంలో Headmaster కి క్లరికల్ గా నియమించబడిన ఉద్యోగికి E L మంజూరు చేయబడును. (Jr. Asst పోస్ట్ మంజూరు కాని పాఠశాలకు). వేసవి సెలవులో డ్యూటీ చేస్తే E L ఇవ్వబడును. GO.MS.No-151 Education Date:14.11.2000.
పాఠశాలలో పని చేయుచున్న వాచ్ మాన్ ను నాన్ వెకేషన్ ఉద్యోగిగా పరిగణించి 30 రోజుల E L మంజూరు చేయాలి. సంపాదిత సెలవులను జనవరి నుండి జూన్ వరకు 3 ELs జులై మొదటి తేదీన మరియు జులై నుండి డిసెంబర్ వరకు 3 ELs జనవరి మొదటి తేదీన S.R లో నమోదు చేయాలి. Rule 85(1)(6) ప్రకారం 15 రోజులకంటే తక్కువ వేసవి సెలవులు అనుభవించిన ఎడల ఆ ఉద్యోగి ఆ సంవత్సరం కాలానికి మొత్తం 30 రోజుల సంపాదిత సెలవులు పొందుటకు అర్హులు.
