📌 Applicability of FR-22B Clause in Pay Fixation After Promotion
◆ FR-22(B) Rule applies only to employees who got promoted after the date of 25-12-1982. According to the 1982 & 1992 PRC scales, workers who moved up without taking the 8-year service scale had their pay set under FR-22B. Meanwhile, those who did take the 8-year and 16-year scales before getting promoted had theirs set under FR-22A(1).
🧾 Automatic Advancement Scheme (AAS) – PRC 2005 Onwards
◆ Based on G.O.Ms.No.241 Finance, dated 28-09-2005, under the PRC-2005 Automatic Advancement Scheme, if employees took the 8/16-year pay scales and then got a promotion, they too get pay fixed under FR-22B.
◆ In the 2010 & 2015 PRCs, if employees took the 6/12/18-year pay scales and later got promoted, they also qualify for pay fixing under FR-22B.
◆ Following FR-22B, a notional increment gets added to what they earn in the lower post and the promotion post pay is set based on that.
🧮 Two Methods of Pay Fixation (As per G.O.Ms.No.145 Finance, Dated: 19-05-2009)
Employees who were promoted under FR-22B have a choice between two ways for fixing pay:
- On the date of promotion
- On the date of next increment in the lower post
Whichever way is better for them should be chosen. Once fixed, the original increment date will still stay.
❌ Not Applicable to 24-Year Scale Promotees
◆ For employees promoted after taking the 24-year scale, they are not eligible for FR-22B. Their pay has to be fixed under FR-22A(1).
◆25-12-1982 కు తరువాత Promotion పొందిన వారికి మాత్రమే ఈ నిభంధన వర్తిస్తుంది. 1992, 1982 PRC స్కేల్స్ ద్వారా 8 సం.ల సర్వీస్ స్కేల్ పొందకుండానే Promotion తీసుకునే వారికి FR-22B ప్రకారం, అలాగే 8 మరియు 16 పే స్కేల్స్ పొందుతూ ప్రమోషన్ పొందిన వారికి FR-22A(1) ప్రకారం వేతన సవరణ చేయబడింది.
◆PRC-2005 ప్రకారం ఇస్తున్న AUTOMATIC ADVANCEMENT SCHEME (GO. MS. No-241 Finance. Date: 28-09-2005) అనుసరించి 8 years 16 years Pay Scales పొందుతూ ప్రమోషన్ తీసుకున్నవారికి కూడా FR-22B క్రిందనే PAY FIXATION చేయబడుతుంది. 2010, 2015 PRC ల ద్వారా కూడా 6/12/18 Pay Scales పొందుతూ Promotion తీసుకున్న వారికి కూడా ఈ FR-22B నిబంధన కింద వేతన స్థిరీకరణ చేయబడుతుంది. దీని ప్రకారం Promotion పొందిన ఉద్యోగికి కింది పోస్టులో వేతనానికి ఒక Notional Increment ప్రమోషన్ పోస్ట్ లో వేతనాన్ని స్థిరీకరణ చేస్తారు.
◆ఈ నిబంధన ప్రకారం రెండు రకాలుగా వేతన స్థిరీకరణ చేయుటకు అవకాశం కలదు.
1. ప్రస్తుత ప్రమోషన్ పొందిన తేదీనాడు.
2. మునుపటి పోస్టు లో రెగ్యులర్ ఇంక్రిమెంట్ తేదీన.
GO. MS. No-145 Finance. Date:19-05-2009. ప్రకారం ప్రమోషన్ పొందిన ఉద్యోగికి పై రెండు సందర్భాలలో ఏది లాభదాయకంగా ఉంటే ఆ విధానాన్ని అనుసరించి Pay Fixation చేస్తారు. ఇలా Fixation చేసిన తరువాత ముందటి ఇంక్రిమెంట్ తేదీనే కొనసాగిస్తారు.
◆24 Years సర్వీస్ స్కేల్ పొందుతూ Promotion పొందిన వారికి ఈ నిబంధన వర్తించదు. వారికి FR-22A(1) ప్రకారం వేతన స్థిరీకరణ చేస్తారు.
◆The FR-22B clause in Pay Fixation to the employee:
Who is promotion is received after 25-12-1982 it clause will applicable. According to FR-22B for those who take Promotion without getting 8s service scale through 1992, 1982 PRC scales, Salary revision was also made in accordance with FR-22A (1) for those promoted with 8 and 16 pay scales.
◆According to the PRC-2005 implement of Automatic Advancement Scheme (Go. MS. No-241 Finance. DATE: 28-09-2005) The following is the FR-22B. which is also known as the 6, 8 year pay scales.
◆The 2010, 2015 PRC also made 6/12/18 Pay Scales to be prompted by these FR-22B clause also for PROMOTION.
◆According to this, the employee who is promotion is the stable martial in the postal post on a notional increment promotion post.
◆According to this provision, it is possible to have a pay fix in two ways.
1. The current promotion is the date of obtained.
2. Regular increments on the previous post.
Go. Ms. NO-145 FINANCE. Date: 19-05-2009. Paying fixation by following the policy, if the pronounced employee is profitable on both cases. After the fixation, the previous incremental date will continue.
◆This clause will not apply to the 24 Year Service Scale Promotion. They Pay fixation are according to FR-22A (1).
