O R D E R:
- In the reference 1st read above, Government have issued comprehensive orders for Revision of Pay Scales, 2022 for the employees of Government of Andhra Pradesh.
- In the reference 2nd read above, Government have issued orders for release of Dearness Allowance (DA) for the period from 01-07-2019 to 31-12-2021 for the Employees of Government of Andhra Pradesh.
- In the reference 3rd read above, Government have issued orders for release of Dearness Allowance (DA) in respect of Employees of the Government of Andhra Pradesh, who are drawing their pay in the Revised UGC Pay Scales, 2006.
- In the references 4th to 7th read above, Government have issued orders for release of Dearness Allowance (DA) from 20.02% to 33.67% with effect from 01-01-2022 to 01-07-2023 respectively to the Employees of Government of Andhra Pradesh.
- Government hereby orders the revision of Dearness Allowance (DA) for the employees of Government of Andhra Pradesh, from 33.67% to 37.31% of the Basic Pay with effect from 01.01.2024, with an enhancement of 3.64%.
- The Dearness Allowance sanctioned in para 5 above shall also be payable to:
- (i) Employees of Zilla Parishads, Mandal Parishads, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samsthas, Work Charged Establishment, who are drawing pay in a regular scale in Revised Pay Scales, 2022.
- (ii) Teaching & Non-Teaching staff of Aided Institutions including Aided Polytechnics.
- (iii) Teaching & Non-Teaching staff of all Universities including ANGRAU, JNTU, Dr. YSR Horticultural University drawing pay in RPS 2022.
- Government also hereby order the revision of Dearness Allowance (DA) rates in respect of State Government employees drawing the Revised UGC Pay Scales, 2006, from 230% to 239% of Basic Pay w.e.f. 01-01-2024.
- The rates of DA mentioned above are also applicable to:
- (i) Teaching staff of Government & Aided Affiliated Degree Colleges in Revised UGC Pay Scales, 2006.
- (ii) Teaching staff of Universities and Government Polytechnics drawing pay in UGC/AICTE Pay Scales, 2006.
- Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised UGC Pay Scales, 2016 from 46% to 50% of Basic Pay w.e.f. 01-01-2024.
- The rates of DA mentioned at Para 9 are also applicable to:
- (i) Teaching staff of Government & Aided Affiliated Degree Colleges.
- (ii) Teaching staff of Universities including ANGRAU, JNTU, Dr. YSR Horticultural University and Govt. Polytechnics drawing pay in UGC/AICTE Pay Scales, 2016.
- The Dearness Allowance sanctioned in the above paras shall be paid in cash with the salary of October 2025 payable in November 2025. The arrears from 01-01-2024 to 30-09-2025 shall be payable at the time of their exit from Government service.
- In the event of death of any employee before issue of these orders, the legal heirs shall be entitled to the arrears of DA.
- The term ‘Pay’ shall be as defined in FR 9(21)(a)(i).
- The expenditure on DA to employees of Agricultural Market Committees shall be met from their own funds.
- All Heads of Departments and Departments of Secretariat are requested to issue suitable instructions to Drawing and Disbursing Officers (DDOs). The Director of Treasuries & Accounts, Director of State Audit, Pay & Accounts Officer, and Director of Works & Accounts are requested to ensure compliance.
- The CEO, APCFSS is directed to incorporate necessary functionalities in the payroll system to calculate DA arrears and generate due-drawn statements.
