AP: School Education – The Andhra Pradesh Educational Institutions for recruitment in Private Aided and Un-aided Schools – Orders – Issued.GO.Ms.No.30>Dt:11/07/2025. These are aimed at transparency of the appointment, selection on the based of merit, and principle of the constitutional and legal obligation of the same.
🧑🏫 Applicability of the Guidelines
These guidelines apply to:
Non-Minority Private Aided Educational Institutions
Minority Aided and Un-Aided Educational Institutions
Recruitment of Teaching and Non-Teaching Staff
Institutions with pending or uncompleted recruitment
📋Rule 12: Recruitment of staff in non-minority private aided institutions.
- General Conditions
The staff has to be appointed in the Govt. approved Staff pattern.
Only candidates with Government defined qualifications are eligible to apply.
- Recruitment Method
Selection Process Selection of candidates will be made on the basis of the Computer Base Test (CBT) to be conducted by the Staff Selection Committee.
No interviews shall be held.
- Notification & Clearance
Vacancies shall be notified in two newspapers, which shall include at least one newspaper in Telugu and online in the official website.
Pre clearance is to be taken from the authority concerned if there are no surplus staff in the district.
Some sort of government sanction is pre-requisite before granting clearance for aided posts.
- Selection Process
Total Marks: 100
CBT: 80 marks
TET/CET Weightage: 20% of marks
Aided School Experience: 0.5 for each year complete 02 Maximum: 10 marks
Positions under Merit-cum-Roster shall be filled as per DSC recruitment rules.
- Qualifications & Age Limit
Equal to Government/Local body School teachers.
Helping school employees receive up to 3 years’ age relaxation.
- Appointment and Approval

Order of appointment cannot be issued by educational agency till sanction is accorded.
📘 Rule 12-A: Recruitment in Minority Institutions and Un-Aided Posts
- General Conditions
Appointment shall be in accordance with Govemment Staff Pattern & qualification criteria.
- Recruitment Process
Personnel to be chosen by a Staff Selection Committee created by the sponsoring agency.
The advertisement should be in 2 newspapers (including 1 in Telugu) and official websites.
- For Aided Posts
Government clearance through proper channel is mandatory before application for recruitment.
Vacancies should be also intimated to Employment Exchanges.
- Minority Institution Provisions
May be taken in their own base but without applying the base roster but the roster for SC/ST maybe applied.
the presence of the D.E.O. Nominee or an officer of the D.E.O. Nominee on any such selection committee. Absence must be justified.
- Un-Aided Appointments
Can be appointed on contract as per requirement of the subject.
Controversy to be adjudicated in civil court or tribunal.
Temporary unassisted positions may be filled for no more than 60 days.
- Approval Requirement
Approval of the competent authority is required within 1 month from the date of selection.
In the absence of a response, the educational agency is required to issue a reminder.
Onus is on the educational agency.
👥 Rule 13: Staff Selection Committee for Aided Posts
Composition:
- Chief of Educational Agency (President)
- Headmaster of the Institution
- Two (subject) experts (from DEO’s approved panel and one of them at least shall be a Headmaster.)
- (DEO) -Member: Officer of the Education Department (not less than Deputy Educational Officer) Nominated by the DEO.
Other Provisions:
Or nominee as Chairperson.
Quorum: 4 members including nominated by DEO.

The new G.O.Ms.No.30 has been released in Andhra Pradesh that makes a good legal framework for teacher recruitment in private aided and un-aided educational organizations of Andhra Pradesh. It guarantees merit, transparency, accountability, and constitutional consistency and is an earnest effort to reform and improve our education sector.
