Compassionate Appointments for Dependents of Government Workers
Back in the year 1977, compassionate appointments options were set up for the dependents of government employees who passed away (GO Ms. No. 687, GAD, dated 03.10.1977). Over the years, there were more explanations and some tweaks to these rules. Then, more detailed instructions were shared in 2003 (Memo No. 60681/Ser-A/2003-1, GAD, dated 12.08.2003).
Eventually, those appointments for dependents of workers who had to retire due to health reasons were brought back (GO Ms. No. 661, GAD, dated 23.10.2008).
Key Rules:
- If the family breadwinner dies while working for the government & there is no one else earning money at home, one family member can get a job.
- A person can get an appointment if a government worker has been missing for 7 years and it’s confirmed by the FIR that the person cannot be found.
- Dependents of teachers from aided schools who died in duty can also get jobs (GO Ms. No. 113, Education, dated 06.10.2009).
- If the missing employee had less than 7 years left before retiring, and was not involved in any serious crimes or terrorist activities, a compassionate appointment may be given.
Who Can Apply?
- Wife or Husband and Son or Daughter
- If a son lives apart from the family, someone else might be allowed to apply.
- An adopted child can apply if the adoption happened 5 years before the employee’s death.
- A married daughter can apply if there are no other children (GO Ms. No. 350, dated 03.07.2000).
- If a daughter applies before getting married & marries later on, she still qualifies (Memo No. 55769/Ser-A/99, dated 27.01.2000).
- If the deceased employee was not married, their brothers or sisters might be able to apply (Memo No. 17897/Ser-A/2000, dated 20.04.2000).
- Appointments can even be given in cases of suicide (Cir. Memo No. 41758/Ser-1, dated 19.07.2007).
- Those who get both pension and compassionate appointment don’t get Dearness Relief (DR) (Cir. No. 20704/133/DSC/07, dated 24.10.2007).
Appointment Rules:
- Appointments can be for the role of Junior Assistant or lower.
- If the children were at least 16 when their parent died, they can start working once they turn 18.
- The mom gets to choose which son or daughter gets the job (Memo No. 140733, dated 14.11.2003).
- If an applicant doesn’t have the necessary education qualifications, they need to get them within 3 years—exceptions can extend this by 2 years & if not met, they might get demoted.
- The age limit is 38 years max; however, for SC/ST/BC folks, there’s a relaxation of 5 extra years.
- For a husband or wife applying, age limit goes up to 45 (Cir. Memo No. 3731/Ser.GAP, dated 11.12.2003).
- Before service is made steady or regular, educational qualifications must be obtained (GO Ms. No. 151, dated 22.06.2007).
- For safety, women applicants might be posted where they prefer.
- The application must come in within a year after the employee’s death.
- It’s a standard appointment & doesn’t involve any selection committee.
- Appointments should happen in the same office or unit where the deceased worked.
- If there aren’t vacant positions there, the District Collector can assign them to another department nearby & even create 5 new posts if needed.
- For a watchman job, passing 5th grade and knowing how to ride a bicycle is a must (Cir. No. 155498, dated 27.11.2004).
- Should someone fail to support their family after getting hired through this process—result: termination (Govt Memo No. 58226/Ser, dated 01.05.2001).
- Zilla Parishad’s CEO has the decision-making power to appoint one legal heir of deceased workers within their control (Memo No. 6355/Ser.III/2/2002, dated 15.06.2002).
- If no one eligible exists or children are still minors, then ex-gratia payments will be provided:
- ₹5 lakhs for Class-IV workers
- ₹8 lakhs for Non-Gazetted staff
- ₹10 lakhs for Gazetted officers

Compassionate Appointments – కారుణ్య నియామకాలు
ప్రభుత్వోద్యోగి యొక్క ఆధారితులకు జిఓ 687 జిఏడి, తేదీ, 03.10.1977 ద్వారా కారుణ్య నియామక సౌకర్యము కల్పించబడినది. కాలక్రమంలో దీనిపై పలు సవరణలు, వివరణలు ఇవ్వబడినవి. వాటన్నింటిని చేర్చి మెమో నం. 60681/సర్వీస్-ఎ/2003-1 జిఏడి. తేదీ. 12.08.2003 ద్వారా సమగ్ర ఉత్తర్వులు యివ్వబడినవి.
వైద్య కారణములపై రిటారైన ఉద్యోగుల వారసులకు కారుణ్య నియామకాలు జిఓ. ఎంఎస్.నం. 661 జిఏడి తేదీ: 23.10.2008 ద్వారా.. పునరుద్ధరించబడింది.
◆కుటుంబములో ఎవరు సంపాదనాపరులులేని సందర్భములో ఉద్యోగం చేస్తూ కుటుంబ యజమాని మరణించిన యెడల కుటుంబంలో ఒకరికి ఉద్యోగము యిచ్చుట.
◆ఒక ప్రభుత్వ ఉద్యోగి 7 సంవత్సరాలు కన్పించని సందర్భాలలో FIR లలో నమోదు కాబడి, పోలీసుశాఖ ఆ ఉద్యోగి ట్రేస్ కాబడలేదని దృవీకరించిన సందర్భములో ఆ కుటుంబంలో ఒకరికి ఉద్యోగము లభించును.
◆సర్వీస్ లో మరణించిన ఎయిడెడ్ టీచర్ల వారసులకు జిల్లా యూనిట్ గా కారుణ్య నియామకాలు జిఓ.ఎంఎస్.నం.113 విద్య, తేదీ. 06.10.2009 ద్వారా.. అనుమతించబడినవి.
◆తప్పిపోయిన ఉద్యోగికి పదవీవిరమణకు 7 సం౹౹ కంటె తక్కువగా యున్నను. తప్పిపోయిన ఉద్యోగి శిక్షార్హమైన నేరము చేసినగాని -టెర్రరిస్టు లేదా తీవ్రవాద సంస్థలో చేరినట్లు అనుమానము యున్నను ఉద్యోగమురాదు.
కుటుంబ సభ్యులు- Legal Heir :
◆భార్య, భర్త, కుమారుడు, కుమార్తె
◆ఉద్యోగిగాయున్న కుమారుడు కుటుంబం నుంచి విడిపోయినచో మిగతా కుటుంబంలో ఒకరికి ఉద్యోగం పొందే అవకాశం.
◆దత్తత కుమారుడు లేదా కుమార్తెలకు ఉద్యోగము అర్హత కలదు. అయితే మరణానికి 5 సం౹౹ ముందు దత్తత తీసుకొనవలయును.
◆మిగతా సంతానము లేనప్పుడు వివాహిత కుమార్తెకు అవకాశం కలదు. (G.O.M.S.No.350, dt. 03-07-2000),
◆కుమార్తె పెళ్లికి పూర్వము కారుణ్య నియామకము దరఖాస్తు చేసినపిదప వివాహము జరిగినచో కారుణ్యనియామకమునకు అర్హులు. Memo.55769/Ser-A/99, dt. 27-01.2000
◆ మరణించిన ఉద్యోగి పెండ్లికానిచో వారి సోదరి/సోదరులు కారుణ్య నియామకమునకు అర్హులు. (Memo.17897/Ser-A/2000, Dt. 20-04-2000)
◆ఆత్మహత్య చేసుకున్న ప్రభుత్వ ఉద్యోగి కుటుంబ సభ్యులకు కూడా నియామకం పొందవచ్చు. (Cir.Memo 41758/Ser 1, dt: 19-07-2007)
◆కారుణ్య నియామకము పొందిన ఫ్యామిలీ పెన్షనర్ కు -DR వర్తించదు. Cir. 20704/133/DSC/07, dt. 24-10-2007.
నియామకము-Appointment:
01) జూనియర్ అసిస్టెంట్ లేదా అంతకంటే తక్కువ పోస్టులో నియమించవచ్చును.
02) ఉద్యోగి మరణించేసరికి 16 సం౹౹ వయసులో పిల్లలుంటే 18 సం౹౹. తరువాత వారు ఉద్యోగములో చేరవచ్చును.
03) పిల్లలను ఈ నియామకమునకు కుమార్తె/కుమారుడు నిర్ణయించే అధికారము తల్లికి కలదు. Memo. 140733. dt. 14-11-2003.
04) కనీస విద్యార్హతలు లేనియెడల 3 సం౹౹లోగా విద్యార్హతలు పొందవలసియున్నది. అత్యవసర పరిస్థితులలో ఈ కాలాన్ని మరో 2 సం౹౹ పొడిగించవచ్చును. అప్పటికి ఆ వ్యక్తి విద్యార్హతలు సంపాదించలేకపోతే క్రింద పోస్టుకు రివర్టు చేయబడును.
05) గరిష్ఠ వయోపరిమితి 38 సం౹౹ SC/ST/BC లకు 5 సం౹౹ సడలింపు గలదు.
06) భర్త/భార్య వయోపరిమితి 45 సం౹౹ Cir.Memo 3731 Ser.GAP. dt: 11-12-2003.
07) విద్యార్హతలు పొందిన తరువాతే సర్వీసు రెగ్యులైజేషన్ చేయాలి. G.O.M.S.No. 151, dt. 22-06-2007.
08) కారుణ్య నియామకము దరఖాస్తు పెట్టిన స్త్రీకి భద్రత కోసము రాష్ట్రములో ఆమె కోరిన ప్రదేశములో నియామకము చేయవలయును.
09) ఉద్యోగి మరణించిన 1 సం౹౹లోపల ధరఖాస్తు చేయాలి.
10) ఇది రెగ్యులర్ నియామకము, సెలక్షన్ కమిటితో సంబంధము లేదు.
11) మరణించిన ఉద్యోగి పనిచేసిన యూనిట్ లో నియామకము జరగాలి.
12) ఆ యూనిట్ లో నియామకము ఖాళీలు లేని యెడల నోడల్ అధికారి అయిన జిల్లా కలెక్టర్ ఇలాంటి కేసులను జిల్లాలోని ఏ శాఖలలోనైనా నియమించవచ్చును. జిల్లా కలెక్టర్ కు కారుణ్య నియామకమునకు 5 పోస్టులను సృష్టించడానికి అర్హత కలదు.
13) వాచ్ మేన్ నియామకమునకు కనీసం 5వ తరగతి పాస్, సైకిల్ తొక్కగలగాలి. Cir.No.155498, dt. 27-11-2004.
14)కారుణ్యనియామకము పొందిన ఉద్యోగి అతని కుటుంబీకులను నిర్లక్ష్యంచేస్తే అతని ఉద్యోగం నుంచి తొలగిస్తారు. Govt.Memo. 58226/Ser. dt.01-05-2001.
15) CEO, ZP గారికి తన పరిధిలో పనిచేసి మరణించిన ఉద్యోగుల కుటుంబమునకు చెందిన తరువాత వారసులలో ఒకరికి ఈ నియామకం చేసే అధికారము కలదు. Memo.6355/Ser.111,2/2002. dt, 15-06-2002.
16) మరణించిన ఉద్యోగికి సంపాదిత వ్యక్తి తన కుటుంబంలో లేనప్పుడు, కారుణ్య నియామకమునకు అర్హతలేనప్పుడు. పిల్లలు మైనర్ అయినప్పుడు ఆర్థిక స్తోమత లేనప్పుడు ఎక్స్ గ్రేషియా మంజూరు చేయబడును. 4వ తరగతి ఉద్యోగికి- రూ.5,00,000/- నాన్- గజిటెడ్ వారికి రూ. 8,00,000/- గజిటెడ్ వారికి రూ. 10,00,000/-ఎక్స్ గ్రేషియా చెల్లించబడుతుంది. ◆ఉద్యోగము కొరకు దరఖాస్తుతో పాటు జతచేయవలసిన దృవపత్రము. Memo. 8558/CPP, dt. 14-09-88
1) Education Qualifications
2) Death Certificate
3) Legal Heir Certificate
4) No objection Certificates of the other legal heirs.
5) No Marriage Certificate of the Spouse.
6) Declaration of no other earing members in the family.
7) Certificate of Registration in employment Experience.
8) Caste Certificate
9) List of family members.
10) Copy of the Representation received by CEO, ZP. for Employment.
