Rule 13 of AP Leave Rules 1933 & special types of leave for Half Pay Leave Rules teachers:
Rule 13 of AP Leave Rules 1933 – Half Pay Leave (HPL):
- According to Rule 13, a permanent teacher gets 20 days of Half Pay Leave (HPL) each year.
- HPL is given even when on Leave Without Pay (LWP).
- When taking HPL, your increment and service continuity aren’t affected at all.
- For your entire career, you can turn up to 240 days of HPL into full pay leave.
- Temporary employees can also use this commuting perk.
- But, you can’t use commuted leave for more than 180 days in one go.
GO.Ms.No.40 Education Dept., Dated: 11.05.2006:
- When using HPL (leave on half pay), teachers get 50% of basic pay, plus Dearness Allowance (DA) & House Rent Allowance (HRA).
Government Memo No. 3290/87A1/PC/05, Dated: 19.02.2005:
- Teachers who retire can cash out Half Pay Leave up to 300 days max, which includes Surrender Leave.
- Any remaining HPL beyond that can be cashed out as leave salary on retirement within the 300-day limit.
🔹 Special Leave – Extraordinary Leave (EOL):
- Extraordinary Leave (EOL) is given to permanent teachers when they don’t have any more Earned Leave (EL) or HPL left.
- This leave counts towards one’s seniority & promotion when it’s within the rules.
- You can get EOL for up to 5 years at once.
- If absent beyond approved EOL, it might seem like the person is no longer interested in the job.
- The EOL period doesn’t count towards increments.
- Exception: If EOL is taken for medical reasons or if someone really can’t be at work due to tough situations, then the increment is allowed.
- If EOL is used for going back to school, the teacher must promise to work for the same school for at least 5 years after returning.

Rule 13 of AP Leave Rules 1933 అనుసరించి పర్మినెంట్ ఉపాద్యాయుడికి ప్రతి సంవత్సరం 20 రోజుల చొప్పున అర్దజీతపు సెలవు (HPL) జమ చేస్తారు.
జీతం నష్టంపై సెలవు పెట్టిన కాలానికి కూడా ఈ రకమైన సెలవు జమ చేస్తారు. ఈ రకమైన సెలవులో ఉన్న వారికి ఇంక్రిమెంట్ లకు సర్వీస్ కు అంతరాయం ఉండదు.సర్వీస్ మొత్తం మీద ఈ సెలవుకు 240 రోజులకు మించకుండా కమ్యూట్ చేసి పూర్తి జీతం పై సెలవు పెట్టుకోవచ్చు. ఈ సౌకర్యం తాత్కాలిక ఉద్యోగులకు కూడా ఉన్నది.
కమ్యూట్ సెలవు మొత్తం ఒకే సారి 180 రోజులకు మించకూడదు.

As per Govt.memo.3290/87A1/PC/05. Date:19.02.2005. అనుసరించి అర్ధ జీతపు సెలవు నగదు పదవీవిరమణ పొందిన ఉపాధ్యాయులకు 300 రోజులకు మించకుండా గరిష్ట పరిమితికి లోబడి సెరెండర్ లీవ్ పోగా మిగిలిన కాలానికి అర్దజీతపు సెలవుకు నగదు పొందవచ్చు
అసాధారణ సెలవు:
పర్మినెంట్ ఉపాధ్యాయునికి సంపాదిత సెలవులు,అర్ధ జీతపు సెలవులు నిలువ లేని సందర్భంలో ఈ అసాధారణ సెలవును మంజూరు చేస్తారు. ఈ కాలం సీనియారిటీ ప్రమోషన్ల విషయంలో లెక్కలోకి తీసుకుంటారు ఒకే విడత వరుసగా 5 సం.లు. ఈ రకమైన సెలవులో ఉన్నచో ఉద్యోగం నుండి తొలగించినట్లు భవించబడును.
అసాధారణ సెలవు కాలము ఇంక్రిమెంట్ పరిగణించబడదు. అయితే అనారోగ్య కారణాలపై లేదా ఉద్యోగి డ్యూటీకి హాజరు కాలేని పరిస్థితులలో వాడుకున్న అసాధారణ సెలవుకు ఇంక్రిమెంట్ లెక్కిస్తారు. అయితే ఉన్నత చదువుల నిమిత్తం ఇంక్రిమెంట్ పై అసాధారణ సెలవు వదుకున్నవారు అదే యాజమాన్యం లో కనీసం 5 సం.లు. పనిచేయగలనని అండర్ టేకింగ్ ఇవ్వవలసి ఉంటుంది.
